UpdateNoticeMobile

修改设备报警号码, 返回参数:成功0，报错1001。 errCode = 0 成功，errCode = 1 失败，errCode = 1003 发送修改SOS通知手机号指令失败 ,errCode = 1002 无该设备的操作权限
