PP_ChangeMemberAdmin

设备管理员转让管理身份参数：UserID,成员列表有这个回参；IsUnBind：0不解绑（即直接转让管理员），1解绑（解绑指定下一管理员）；返回参数:成功0，失败1001。

测试

测试窗体只能用于来自本地计算机的请求。
